FIELD: aviation. SUBSTANCE: device has source of air flow and lifting planes made in form of many aerodynamic surfaces encircling source of air flow and forming annular slotted wing all together. Even part of aerodynamic surfaces is mounted at angle of attack to flow of air fed radially from air flow source. Device is provided with guide vanes assembly, annular radial diffuser-ejector and circular screen mounted under aerodynamic surfaces. Guide vanes assembly and annular radial diffuser-ejector are matched and are mounted between air flow source and aerodynamic surfaces. Each aerodynamic surface has wing profile in radial section.
