FIELD: automobile manufacture. SUBSTANCE: system has two speed mode executive control hydraulic cylinders connected to a speed stabilization device starting valve. The valve connects the cavity of the hydraulic cylinder of the engine speed mode control device to the outlet of the engine speed mode control valve or to a drain through a limiting valve, and cavities of the speed stabilization hydraulic cylinder - to outputs of an analog-discrete converter, or to pressure or drain hydraulic lines. The speed stabilization device starting valve has also a control cavity connected two a two-position electrohydraulic valve, and the valve electromagnet is controlled by a brake pedal.
