FIELD: test technology, agricultural mechanic engineering. SUBSTANCE: device has a capacitive sensor including an electromagnetic oscillator coupled with an electrode made in the form of an open and current-conducting surface forming a dense portion of a flow of material to be tested. The electrodes are made in the form of sections buried in dielectric washers. The device furthermore has a unit for shielding a test zone, unit for taking into account of initial conditions and properties of material being tested and for linearizing characteristics as well. The device is characterized in that multifrequency measurements are used, material flow rate is measured with regard to flow modulation so as to provide measuring humidity, density, size of materials in varying operating conditions of the device.
