SUBSTANCE: device has body 1 with branch pipe 2 and tank 13, mixing member in the form of tore housed in cone 10 with radial holes and enveloping the cone from outside, hose whose one end is fastened on branch pipe, and another end is fastened on cone 10 and is positioned in body of power-driven reversible drum with tape wound on it and passing inside the hose and attached to cone 10.
