FIELD: mechanical engineering. SUBSTANCE: invention refers to small-sized turbo-drives with fixed value of rotational speed of idle run. Governor has housing with jet unit fixed in it, working wheel and braking wheel with radial blades installed in it. Braking wheel is manufactured integral with working wheel. Radial blades are located on butt surface of disc of working wheel facing jet unit. The latter has grooves connecting interblade ducts of working and radial blades.
