FIELD: wind power engineering. SUBSTANCE: plant has a ring chamber coupled with a water reservoir through a tank, which is provided with a pontoon having a relief space and conical top part, and at least one pair of Pelton turbines having generators and supplying branch pipes with nozzles. Both turbines with generators are opposite to each other and coupled with a compensating rod. The nozzles are positioned in the zones of the top and bottom parts of the turbines. The supplying branch pipes are coupled with the ring chamber. The relief space of the pontoon is coupled with atmosphere. The conical top part of the pontoon connects the space of the pontoon with the space of the shaft. EFFECT: enhanced efficiency. 3 cl, 4 dwg
