SUBSTANCE: converter has chamber divided by semi- transparent partitions 5,6,7 into compartments 4 and 8 for solutions and solvent and formed by two coaxial cylinders 1,13 and channel 2 placed along diameter of internal cylinder; semitransparent partition 5 whose area equals sum of equal areas of two radial partitions 6 and 7 located on either side of channel outlet is installed at inlet of channel 2; solution flow regulator 11 is installed upstream of one of these partitions and actuating mechanism 12, downstream of other partition; in addition, chamber is mounted on shaft 10 placed perpendicularly to channel 2; length of channel 2 and height of partitions 5,6,7 equal height of cylinders 1,13; channel 2 is converging towards solution compartment.
