FIELD: measurement technology; experimental physics. SUBSTANCE: method involves measuring initial charge of particles, influencing the particles with crown discharge ions with time delay Αt=RC,t=RC, where R is the resistance and C is the capacitance of the particles, from the moment of charge measuring, stopping influence, measuring time of influence and charge increment during the time Δt,t, additionally acting with crown discharge ions until saturation is achieved, measuring saturation charge during two time intervals Δtt and calculating charge and discharge time constants. Discharging chamber 2 and measuring chamber 3 are mounted in casing 1 of the device with conducting partition 4 between the chambers. Crowning electrode 5 is in discharging chamber 2 and measuring electrode 6 is in measuring chamber 3. Grounded electrode 7 is horizontally movably mounted in the lower part of casing 1.
