FIELD: mechanical engineering. SUBSTANCE: device has a hydraulic base in the form of a cylinder with a piston mounted under the connecting rod. The piston cavity is connected by the pump main through the non-return valve with the pump and with the regulated safety valve linked with the drain main. The valve has a hollow housing with the pump, shut-off and drain cavities. A shut-off member in the form of the body of revolution or in the form of a bush with face projections or in the form of a bush with the face rim is mounted between the pump and the drain cavities for the displacement and spring-loaded by a spring to the saddle of the pump cavity. In this case the pump and the shut-off cavities are connected between themselves by the hole of the shut-off member.
