The new feature of the device lies in the fact that the housing is divided into two parts by a partition with a slot. A sleeve passes through the slot. The sleeve ends are turned inside out and are secured on the interior surface of the housing on both sides of the partition forming cavities being in communication with the systems for feeding the working agent.
