FIELD: hydraulics. SUBSTANCE: piston and rod chambers of actuating cylinder are connected to supply source and return end through distributor. Inlet of safety valve is brought in communication with piston chamber and its outlet is brought in communication with working chamber of one-chamber auxiliary cylinder whose rod is kinematically linked with housing of actuating cylinder. Inlet of pressure valve is connected to outlet of safety valve and its outlet is connected to return end, hydraulic control chamber is connected to piston chamber of actuating cylinder. Cylinder housing is provided lengthwise with outer hermetic envelope whose center axis is shifted upward relative to axis of housing axis. Piston and rod chambers are brought in communication with chamber formed by cylinder housing and envelope through its own pressure valve each; chamber formed by cylinder housing and envelope is connected with return end through safety valve.
