FIELD: rolling equipment. SUBSTANCE: shears includes two drums 1,2 with cutters 4,5, secured to them. A shearing edge of the first cutter 4 has an inclination angle, being variable along its length and lowering from a symmetry axis towards edges of the cutter. A rear face of each cutter is in the form of a cylindrical surface, being concave in the first cutter. A mean portion of the rear face of the first cutter 4 has a tapering in the form of concave cylindrical surface, having the same curvature radius as the rear face. A theoretical profile of a shearing edge of the second cutter 5 is in the form of two mutually crossing symmetrical convex curves laying, in a plane, being normal relative to a generatrix of the rear face of that cutter. This profile is approximated by a straight line, passing through a crossing point of the above mentioned curves in parallel with an axis of the drum.
