FIELD: railway transport; railway car brake. SUBSTANCE: device has hollow transfer shaft 8 which can be exposed to torque to converter torque into axial brake application force. Control mechanism is placed between hollow transfer shaft 8 and ball screw 15. Mechanism has outer locking spring 16, control hollow shaft 17 and inner locking spring 18. Control motor 20 is connected with control hollow shaft to provide its rotation in any direction. Control hollow shaft is connected with locking springs to operate the latter.
