SUBSTANCE: the meter uses a multiplier of signals of current and voltage transmitters, multiplication voltage-to-output signal frequency converter, time-division multiplier with averaging and switching of multiplication voltage polarity at the output of the low-pass filter; integrator of current and voltage of the adder of bias source and multiplier signals, generator of capacitor voltage compensation pulses by current from voltages of two compensation sources with a stable difference at a bias source voltage close to their half-sum; control signal generator for producing reverse signals corresponding to the sign of voltage increments at the capacitor of the integrator which consists of a clocked storage element and a solver element that changes the signal at the storage element output depending on the switching signal, output counter of increments of reference signal period count signals at different reverse signals.
