FIELD: wind energy conversion. SUBSTANCE: device uses simple combination of liquid and solid dielectrics of different nature set in continuous relative motion under the action of wind. Energy transforming assembly is set of pressurized cells in the form of tubes filled with electrostatic material (transformer oil and the like) to 60-85% of their volume; they have static electricity current collector and are assembled in single unit or electrostatic vessel in the form of narrow lengthy sail-screen loosely suspended for vibration with wind.
