FIELD: production of magnesia-based binders for subsequent use in production of building materials as substitute for Portland cement in making concretes, masonry mortars, reinforced-concrete structures. SUBSTANCE: water-resistant binder is produced by roasting dolomite mineral to obtain caustic-grade dolomite which is subjected to grind-to finely divided material. portland cement is added to caustic dolomite in ratio, wt.-%: caustic dolomite, 25-50%; portland cement, 50-75. Components are mixed together, followed by adding mixing water. EFFECT: higher efficiency. 1 tbl
