FIELD: environmental sanitation. SUBSTANCE: invention relates to neutralizing liquid and solid wastes and impracticable pesticides including those containing dioxin-forming components. Mixture of fuel with preheated oxidant is kindled and high-temperature combustion products with excess oxidant are fed into reaction zone thereby heating its flow part and forming wound turbulized stream there. Injurious substances dispersed by oxidant are introduced into heated flow part of reaction zone and are burned in wound turbulized stream of combustion products at residence time long enough to be decomposed and oxidized by excess oxidant into simple harmless substances. Exhausted gases are scrubbed by a known technique. EFFECT: increased efficiency and reliability of neutralization.
