FIELD: radio engineering, data transmission technology. SUBSTANCE: invention can be used in radio communication networks with package information transmission. Signal of number of k-th priority of priority transmission with duration ΔTmk with generation of permission signal with specified probability is formed in advance on m-th setting of package radio transmission, where m= 1, 2, . . .M. kε=1, 2, ...K and K is number of lowest priority of priority transmission. In this case ΔTm1 >...> ΔTmk and O <ΔTmk <T, where T is duration of clock of operation of common-user channel and random pulse has duration Δtc with equally probable law of its distribution over time interval ] O,T[. With realization of condition Δtcε]0,ΔTmK[ priority transmission of k-th priority is sent. Otherwise or with presence of busy signal operations for formation of permission signal are repeated during next clocks, when n= DK and D is number of clocks of operation for setting of package radio transmission with which sending of priority transmission of first priority occurs with specified probability P at least once. In this case signal of number of k-th priority of priority transmission is formed k times by D clocks with proper duration ΔTmk,...,ΔTm1. Device for realization of method has counter, former of long pulses, flip-flop, synchronizer, OR gates, generator of signals of permission of transmission, comparator, two inhibition gates, D flip-flop, shift register, delay line, unit of AND gates, decoder, K pulse weighing units, incriminator and reading unit.
