SUBSTANCE: device has stator and rotor, which are designed as coaxial dielectric disks, which are located in flat-parallel position and spaced. Disk surfaces which are directed to one another have structures provided by flat conductors. Stator structure is designed as open circuit with U- shaped conductors and open ring(s). their terminals are connected to respective feeding generators and recording units. Rotor structure is designed as closed circuit(s) with U-shaped conductors and open ring. Goal of invention is achieved by design of stator and rotor structures as connected microwave transmission lines which electrodynamic parameters depend on value of rotation of rotor with respect to stator. Opposite sides of stator and rotor disks are covered by metal-coated flat screens. EFFECT: increased speed, increased fidelity of measurements. 1 dwg, 1 tbl
