FIELD: physico-chemical technologies of production of heat, hydrogen and oxygen. SUBSTANCE: device has body with cylindrical-conical boss and through hole, lower and upper covers which together with body form lower and upper interelectrode chambers. Lower interelectrode chamber has anode and cathode cavities separated by cylindrical-conical boss of device body and are intercommunicated in chamber lower part. Lower flat circular anode with holes is located in anode cavity, and upper cylindrical anode is located in upper interelectrode chamber. Lower rod cathode is installed into dielectric rod which is introduced into lower interelectrode chamber through threaded hole in lower cover. This provides for centering of cathode working part with respect to body through hole. Upper needle cathode is introduced into upper interelectrode chamber through threaded hole in upper cover which allows also regulation of its working part value.
