FIELD: biotechnology. SUBSTANCE: the preparation contains one or several predominantly amorphous solid active substances. Active substances have the form of particles of nanometric size and 500 mg/l solubility at 25 C. Particles of active substance are covered with a membrane. Protective preparation is obtained by mixing an active substance with a liquid preparative form of membrane's material. Membrane-covered active substance is dried. Herbicidal substance used as an active one enables to apply the preparation in fighting undesirable vegetation, fungicidal substance - in fighting phytopathogenic fungi and pests, growth-regulating substance - in regulating plants' growth.
