SUBSTANCE: apparatus includes base; feeder mounted with possibility of rotation in vertical plane by means of respective power cylinder and having two clamps that may perform reciprocation motion relative to housing of feeder by means of power cylinder. Said clamps are mounted stationary one relative to another; two levers are mounted on rocking axle of feeder at its lateral sides.
