FIELD: metal cutting tools, finish working of openings. SUBSTANCE: mandrel includes body in opening of which cutter holder is eccentrically arranged with possibility of rotation relative to lengthwise axis; cutter and flexible member. In order to enhance working accuracy, mandrel is provided with sleeve joined to tool body by means of threaded joint and embracing cutter holder. Cutter is mounted on disc mounted in one end of cutter holder with possibility of rotation around axis normal relative to lengthwise axis of tool body. Cutter holder is spring-loaded in axial direction and in direction of rotation around its own axis and it engages by means of its other end with tool body through threaded joint. Disc is joined with sleeve through tie rod; pitch of threaded joint of sleeve and tool body is larger than that of threaded joint of cutter holder and tool body.
