SUBSTANCE: proposed device that can be used in digital electrical communications networks built around fiber-optic communication lines using digital synchronous hierarchy and digital plesiochronic hierarchy transmission systems to determine signal time delay in communication lines has three variable-ratio frequency dividers 1, 3, 4, two relay-phase detectors 2, 5, mode control unit 7, and divider phase setting unit 6.

EFFECT: enhanced measurement accuracy in wide time range.
