FIELD: agricultural production and mechanical engineering.

SUBSTANCE: method involves providing horizontal undercutting of first soil layer to small depth followed by undercutting of second soil layer to greater depth in comparison with depth of first soil layer; providing vertical cutting of layers without turning thereof. Second layer is undercut for greater depth after relaxation of first layer soil, with time of said relaxation being determined from formula: t=C/E, where C is soil viscosity coefficient, Pa·s; E is module of elasticity of soil, Pa. Apparatus has tractor with rear attachment, rear frame with carrier wheels, soil tillage depth adjusting mechanisms, and flat hoe with tines, with all said parts being mounted on frame. Hoe tines are arranged in two rows. Apparatus is furnished with front attachment and front frame. Carrier wheels with soil tillage depth adjustment mechanisms and two rows of A-hoes are mounted on front frame. Drum with drop-shaped compactors equipped with sharpened edges and slots are mounted on rear frame. Hoes mounted on rear frame are made narrow, A-shaped and are furnished with ∩-shaped rippers. Rippers have height ▵h ≤ H0-H1, where H0 is depth of undercutting of second soil layer, H1 is depth of undercutting of first soil layer.

EFFECT: increased efficiency by reducing combined action of water and wind erosion of soil and improved ecology control.
