SUBSTANCE: mincer comprises vibration table, clamping device, and vertical milling sleeve interposed between them. The milling members made of rods provided with through longitudinal openings are coaxially mounted in the sleeves for free movement. The openings are conical and converging downward. The milling members made of disks are arranged in the sleeves under the rods. The bottom edge of the rods is made of step conical bushings that are inclined to the horizontal plane and one with respect to the other at an angle no less than the angle of inner friction of the material to be minced. The bottom disks are made of a step anvil whose bottom surface is mating to the bottom surface of the rod edge. The bottom anvils are secured to the sleeve bottom.
