FIELD: invention refers to measuring technique.
SUBSTANCE: instrument has two electro-acoustical converters, two phase detectors, four meters of electrical impulses, two digital-analog converters, four formers of an electric impulse signal of prescribed constant duration whose duration is controlled with an input electrical signal, two analog-digital converters, two adders of digital signals, five logic cells "2AND", seven multipliers of two digital signals, two logical cells "2OR", a timer, a generator of electric impulses, a digital sensor of liquid temperature, nine registers for location of digital constants, a decoder for definition of the zero state of the meter, an inverter of electrical impulses, a divisor of two electrical signals, a digital quadrator, a generator of high frequency electric signals. The meter's principle of action is based on Doppler' effect. The law of changing a strobing impulse defines the location of the controlled section in the pipeline. The electro-acoustic converters with an electrically controlled diagram of radiation execute a cyclical scanning of probing impulses allowing breaking-up of the controlled section on portions in which it is possible to define the value of the volume of consumption.
EFFECT: increases accuracy and reliability of measuring of consumption of oil and petroleum products.
