SUBSTANCE: the present innovation deals with providing the chance for rotational turnoff osseous fragments under fixation. Rotational center includes internal and external rings being coaxially located in each other; at edge surface of internal ring there are steadily located foramens; rotation center is, also, supplied with a removable wrench; at edge surface of external ring there are steadily located foramens; the rings are connected together due to flat plated elements located at edge surfaces being fixed at one ring with the help of bolting couplings; one flat plated element is designed as a ring's sector at one cylindrical side of which there is a toothed crown, the ring's sector has an angle being not les than angular pace of rings' foramens. The removable wrench is designed as a gear that has got the contact with toothed crown and supplied with a handle and a cylindrical tail end the diameter of which equals to that of foramens at internal and external rings.
