FIELD: physics, video technology.

SUBSTANCE: invention concerns television technics and can be applied in electronic optical systems. To achieve the objective, converter includes analog-to-digital converter (ADC) (1), memory unit (MU) (2), digital-to-analog converter (DAC) (3), adder (4), digital switchboard (5), log address generator (LAG) (6), reading address generator (RAG) (7), base-pulse generator (8) and full TV signal generator (9). RAG (7) includes two serial counters. Three LAG (6) variants are claimed for different input signal sources. Image is recorded in MU (2) at address generated by LAG (6) according to time-space characteristics of input signal. Signal is read from MU (2) at address formed by RAG (7) according to time-space signal characteristics necessary for output to video control device (VCD). For standard VCD a full television signal is generated in full TV signal generator (9).

EFFECT: conversion of TV standards with different dimensional decomposition and scanning types, with image display on video control device operating in TV standard.
