FIELD: mining.

SUBSTANCE: invention refers to mining industry and can be implemented at charging blast holes with cartridge and loose explosive materials at development of permafrost rock. The facility consists of a cylinder case with a bottom and an open end, of a hollow elastic element secured on the case, and of a tube with at least two openings for supply of compressed air into a cavity of the elastic element and with at least two openings for air outlet from its cavity. The openings for air supply are separated in tube with a partition from the openings for air outlet. The tube is installed in the bottom of the case and is let through the case beyond its open end. The case has openings as counterparts to the openings of the tube, which are connected with branches. A dust removal device is assembled at the bottom of the case cartridge.

EFFECT: facility prevents exhaust of dust into environment due to advanced swelling of elastic hollow element sealing head of blast hole relative to beginning of dust blowing off; it also reduces duration of blast holes cleaning due to the most functionally efficient system of compressed air circulation, and increases efficiency.
