The system has a reference signal generator, a frequency band division parametre generator, integrators, a unit for generating a sequence of attribute vectors, a threshold level generator, a unit for generating single charge potential, a unit for generating gradient modulus, a memory unit for speaker identification numbers, a digital storage unit, a discretisation unit, a discrete Fourier transform unit and a Fourier spectrum standardisation unit, a comparator, an adder, an additional adder, a unit for determining maxima and corresponding arguments, a detector for maximum values, a dynamic programming unit, an additional comparator, a decision block, a mode switch, a unit for determining conditional probability, a multiplier unit, an additional decision block, a vector ordering unit, a selector, a unit for pre-clustering the sequence of attribute vectors, a unit for determining statistical characteristics of clusters and a memory unit for probable characteristics. During operation of the system, a voice is detected on the background of stationary and non-stationary noise having a continuous spectrum, without prior knowledge of the statistical properties of the noise, and a signal attribute vector which is resistant to change of statistical properties of noise is generated and recognition and identification are carried out on the background of the said signal attribute vector. The invention enables automatic text-independent identification of a speaker from the voice and automatic permission or prohibition of connection with the identified person.

EFFECT: invention increases voice recognition probability.
