SUBSTANCE: mechanism of control consists of two functional units: unit with functions of self-control and protection from loads and unit with functions of directing clutch, manual return into initial position and transfer of force. The unit with functions of self-control consists of a retaining ring, of a bushing, of a governing or control disk, of two disk springs and of two friction disks. The unit with functions of the clutch consists of a shaft with an external cone, of a worm, of a clamping sleeve with internal cone and end spherical inclined contour, of a gear with end inclined contour, of clamping balls, of a separator with a friction spring, of a rack bar and of a worm gear. The said spherical inclined contour, end inclined contour and balls form a spherical inclined clutch, while external cone and internal cone form a conic clutch. The spherical inclined clutch is preliminary tensed with the said friction spring.

EFFECT: high reliability, simplicity of design and self-control of draft mechanism controller.
