SUBSTANCE: first facilities ensure ability of elastic displacement of each latch into a position, when their according support surfaces are engaged with the according surface of an actuator. Control facilities are provided to move latches oppositely to effect of elastic displacement facilities, which act directly at the first latch and indirectly at the second latch. The control facilities may move the first latch oppositely to effect of elastic displacement facilities, while the second latch remains in a position, where it support surface is engaged with the second surface of the actuating element.

EFFECT: possibility to use the main shaft, which does not stop at each half-turn, but slows down as it reaches the selected angular zones.
