SUBSTANCE: invention relates to a technology to make non-smoking nicotine-containing items, such as a water naswar. The method includes preparation of formula components, extraction of tonga beans with liquid carbon dioxide to separate appropriate miscella, cutting and drying of low-grade tobacco and dandelion root at the specified parameters of the process in microwave field, their mixing, impregnation with separated miscella with simultaneous pressure rise, pressure release down to atmospheric value with simultaneous freezing of the mixture, sublimation and removal of carbon dioxide with simultaneous swelling of the mixture, addition of honey, sugar syrup, calcium and/or magnesium citrate and water, and shaping of the produced mixture to make the finished material.
EFFECT: method makes it possible to produce new non-smoking nicotine-containing material from low-grade tobacco, having improved organoleptic properties and extended shelf life, with reduced losses of aromatic substances and nicotine in raw feedstock.
