SUBSTANCE: result is achieved due to application of operations of 2D compression and 2D correlation filtration of received radio signals, which provides for 2D rejection of a powerful direct radio signal of a highlight transmitter, being a coherent noise that masks weak scattered radio signals, and as a result opens the possibility of detection and spatial localisation of objects with a low radial motion speed.
EFFECT: invention provides for the possibility of detecting objects with a low radial speed.
