SUBSTANCE: resource allocation controller includes buffer memory, having control circuits, an AND circuit, a counter and an interface part of the device, having two standard COM port connectors, two groups of AND elements, two pulse distributors, three AND circuits, two digital inverters and two universal asynchronous receivers/transmitters, electrically connected to enable reception of input information and recording the time of the beginning and the end of receiving information by the device, after which operation of the device is automatically switched to control mode and procedures for controlling resource allocation are launched with subsequent recording of information on dead-ends in the buffer memory of the device and read-out thereof through the first receiver/transmitter to a control computer or local area network.
EFFECT: shorter time lost on waiting for allocation of required system resources, faster operation and operational readiness of the device.
