SUBSTANCE: device includes a head with tooth-cleaning elements and with an outlet hole for fluid medium as we as such fluid medium storage element. The channel for the storage element communication with the outlet hole is made of the same first wick material with the outlet hole made of the second wick material; the channel contains one or more notched areas partially extending through the first wick material. In this connection the channel transmits fluid medium to the outlet hole at the first fluid medium flow rate while the outlet hole transmits the fluid medium to the user at the second fluid medium flow rate. According to the device second design version, the channel is made of the first wick material having the first flow section with the first flow rate and of the second wick material having the second flow section with the second flow rate. The second flow section is immediately connected (via fluid medium) to the outlet hole, the first flow rate being lower than the second one. The outlet hole transmits fluid medium to the user at the third fluid medium flow rate that is other than the first and the second flow rates; the outlet hole is made of the third wick material.
