SUBSTANCE: invention relates to the field of providing access of the user device to services containing conditional access data for paid television, transmitted in the broadcasting mode. The method of providing access of the user device to the services is offered that comprises a subset of all services transmitted by a control centre and comprising at least two services. The subset of services defines a package, and each service is simultaneously transmitted in the broadcasting mode and contains audio / video data which are coded by a control word, in this regard: in the control centre a package is defined, the right of access to which the user's device has; the unique key relating to the user's device us defined in the operating centre; the message is formed which contains a control word for each service from the package to which the user's device has right of access, and the operating word is protected by the key relating to the specified user's device so the key shall be used for obtaining of the control word; the formed message is transmitted to the user's device via the channel available irrespective of the selected service.
EFFECT: providing of required safety level using a narrower bandwidth.
