SUBSTANCE: invention relates to computer engineering and specifically to input devices for user interaction with a computer. Disclosed is a device for determining a contact operation. The device comprises a display, a touch panel, an operation detecting unit, a region establishing unit and an operation determining unit. The region establishing unit determines a first region and a second region surrounding the first region, wherein the width of the second region is greater than that of the first region by a value equal to or greater than the distance from the initial point to the end point of the contact. The second region is used to distinguish between a tapping operation and a flipping operation. A flipping operation is performed if the end point is detected in the first or second region after detecting the initial point in the second region. A tapping operation is performed if the end point of contact is detected within a given distance from the initial point of contact after detecting the initial point of contact in the first region.

EFFECT: preventing erroneous detection of a tapping operation, when a finger touches a touch panel and then removed, instead of a flipping operation when a finger moves on the touch panel in the end portion of the contact detection region.
