SUBSTANCE: invention relates to machine building. Device comprises a rim, connecting half-couplings. Half-couplings are arranged on shafts of electric motor and initial mechanism link. Rim comprises guide with shaped section, arranged diametrically opposite relative to shaft. Slides are composed of floating weights moved perpendicular to axis of rotation. Electromechanical drives move floating weights. Electromechanical drives comprise a stepper motor and a roller pair.
EFFECT: wider range of equipment.
