FIELD: information technology.
SUBSTANCE: invention relates to information computer networks and can be used in designing next generation networks (NGN). Object of transformation is one-dimensional distribution density of time intervals between packets of the input stream. Device is executed using elements of computer equipment: logic elements “AND” and “OR”, buffer memory, counter, counter trigger, computing device. Device differs from known designs in that may be convert arbitrary input stream packets in law with given distribution function of time intervals between packets.
EFFECT: high efficiency of information computer networks; increased speed of transfer in communication channels by converting input stream information computer networks with arbitrary distribution law of time intervals between packets in given law of distribution, in particular in Poisson.
