SUBSTANCE: invention relates to agricultural machine building. Cutting tool comprises moving blade strip and fixed palmate bar with shear segments. On the fixed palmate bar two cranks are mounted with counterweights. Passive communication of knife strip with fixed palmate bar is made in the form of a third crank, articulated with knife strip and fixed bar. Hinge connection with knife strip is passed from the line of end hinges of knife strip at the distance 
EFFECT: cutting device is reliable in operation and provides high-quality cut plants.
