SUBSTANCE: locking device comprises the supporting frame, the roller shaft with the friction surface or the sprocket pitch groove. The roller shaft is fixedly connected to the supporting rod, and one end of the supporting rod is pivotally connected to the supporting frame. The pawl is placed above the roller shaft and is rotatable around one end of the supporting rod. The holding-down device 3 is opposite relative to the roller shaft along the transverse direction, forming thereby a roller gap between the roller shaft and the holding-down device 3. The roller shaft can rotate freely when the roller shaft is in an intermediate state. An object can be blocked, when the roller shaft is urged to rotate downward until the ratchet tooth disposed on the contact base engages with the ratchet tooth of the roller shaft to prevent the roller shaft rotation. When the roller shaft is urged to rotate upwards until the ratchet tooth of the roller shaft abuts against the pawl, the roller shaft can continue its rotation; when an object changes the direction to the downward motion, the pawl engages with the ratchet tooth of the roller shaft to prevent the roller shaft rotation, and loses the engagement with the ratchet tooth of the roller shaft when the roller shaft rotates downwards. Said device is used in the adjusting device of the vehicle seat belt as well.
