The brake device is made in the form of a trough with a cone angle of 2α, one ball is fixed in the holder without being able to exit from it, and the second ball is able to exit from the holder and is connected via the holder with a rod whose stroke is such that the holder contacts with the trough located in the rotor deceleration sector diametrically opposite to the sector of the second ball exit into the cone is excluded. Outside the braking zone, the portion is made as a guide without holders and balls jamming and braking, and a straight portion of the trough is located between the cone and the brake portion.
