For this the following steps are provided: selecting one of the first decoding scheme without inter-frame prediction and the second inter-frame prediction decoding scheme based on the parameter from the bitstream, comprising at least one of an encoded audio signal and an encoded speech signal; decoding performed by the processor of the bitstream based on the selected decoding scheme for restoring audio or speech, wherein the first decoding scheme comprises a dequantizer with a lattice structure with block constraints and an intraframe prediction unit and whereas bit stream is obtained based on the voiced coding mode from the plurality of coding modes.
