SUBSTANCE: invention relates to encoding/decoding video. Method for decoding the values of the coefficient levels for the coefficients of the residual video data comprises the steps of: determining the statistics of the levels of the coefficients for the previously decoded coefficients of the residual video data for each of the many different categories of groups of coefficients, different categories are defined based on the characteristics of conversion blocks, which include groups of coefficients, and the characteristics of the conversion units of the previously decoded coefficients include whether the conversion units are or not luminance signal blocks, and whether or not the conversion units are transform blocks; determining the category of the current group of coefficients from a variety of different categories based on the characteristics of the conversion unit, which includes the current group of coefficients; before decoding any coefficients in the current coefficient group, determine the initial value of the Rice parameter on the basis of statistical data for a specific category of the current coefficient group; and decoding the remaining absolute value of the coefficient level for at least one of the coefficients in the current coefficient group using the codes specified by the initial value of the Rice parameter.

EFFECT: enhance encoding/decoding efficiency at the level of digital video information coefficients by using codes defined by the Rice parameter.
