SUBSTANCE: invention relates to signals encoding/decoding. Encoding apparatus for processing an input signal comprises a perceptual weighting unit and a quantisation unit, wherein the perceptual weighing unit comprises a model providing unit and a model application unit. Model provision unit is configured to provide perceptual weighting model (W) based on the input signal, model application unit is configured to provide perceptually weighted spectrum (x) by applying perceptual weighting model (W) to spectrum (s) based on the input signal. Quantisation unit is configured to quantize the perceptually weighted spectrum (x) and provide a bit stream (û) and comprises a random matrix application unit and a sign function calculating unit. Random matrix application unit is designed to provide a converted spectrum (u), the sign function calculating unit is configured to provide a bit stream (û).

EFFECT: improved efficiency of signals encoding/decoding due to perceptive weighing on the basis of input signal.
