The device contains in each channel the first and second shift registers, an inequivalence element, an AND element, a counter, a second majority element, a second inequivalence element, an inverter, an AND-NOT element are introduced into it.
EFFECT: construction of frequency dividers with an increased division factor and greater reliability with asynchronous input signals.
