FIELD: municipal economy. SUBSTANCE: apparatus has sleeve-shaped body of operating pneumatic chamber, which is connected with front part of body in the direction of advancement, cutting head and rod positioned along body axis and provided with piston. Cutting head is made hollow, with stepped bore in cavity at the side adjacent to operating chamber. Rod has longitudinal channel with outlet not reaching piston so that return chamber is defined between cutting head step and piston rod portion. Return chamber is communicated with pneumatic chamber through throttle channel. End of cutting head disposed adjacent to operating pneumatic chamber has annular channel, which is conjugated in movable and hermetically scaled way with inner end portion of operating pneumatic chamber by inner small diameter of channel. Cutting head is connected by its larger diameter with skirt, that embraces outer diameter of operating pneumatic chamber. Return chamber step diameter D1, rod diameter D2, annular channel smaller diameter D3 are chosen to be in the ratio recited in Specification.
