FIELD: thermal power engineering. SUBSTANCE: plant has at least one internal combustion engine 2 which operates on fossil fuel, at least one heat exchanger-recovery unit 3. Heat exchanger-recovery unit 3 is mounted behind internal combustion engine 2. Besides several steam turbines 12, 13 steam power circuit 1 has generator 14, a row of other supplementary units 15, 16 and water-cooled reactor 11 which produces the saturated steam from feed water entering it which is preliminary heated in one of the stages of heat-transfer surfaces of heat exchanger 3. This amount of the saturated steam is fed to the following stage of the heat-transfer surface of heat exchanger 3 where the steam for steam turbines 12, 13 is finally prepared.
